Despite significant achievements, Vietnam’s public administrative reform still faces several challenges. One notable issue is the disparity in technological adoption across localities, particularly in rural and remote areas. Furthermore, changing the mindset and working habits of some civil servants still requires considerable time and effort to truly align with the proactive, service-oriented government model. Finally, completing the legal framework to keep pace with the speed of digital transformation is also a crucial task to ensure the synchronization and effectiveness of reform solutions.

Beyond digitalization and VNeID, Vietnam is implementing various other solutions and initiatives to drive administrative reform. A prominent example is the strengthening of decentralization and delegation of power to local authorities, which helps shorten processing times and enhances proactiveness. One-stop and inter-agency one-stop administrative service centers are increasingly being modernized, creating the most convenient conditions for citizens and businesses when conducting transactions. Additionally, the transparency of information and administrative procedures through electronic portals and the National Public Service Portal significantly contributes to enhancing the efficiency and openness of the state apparatus.

Administrative reform isn’t just about government machinery; it has a direct and far-reaching impact on the daily lives of citizens and the business operations of enterprises. For citizens, procedures like obtaining national ID cards, birth registrations, and marriage certificates have become quicker and less cumbersome. For businesses, the investment and business environment has significantly improved by reducing informal costs and shortening the time for business registration, establishment, and land/construction-related procedures. Even residents in remote areas are gradually gaining access to online public services through the support of local authorities and technology popularization programs.

Vietnam has clearly defined its long-term orientation and goals for public administrative reform. By 2030, the aim is to build a modern, professional, disciplined, transparent, and effective administration capable of flexibly adapting to changes in domestic and international contexts. This means continuing to push for digitalization, completing e-government, and moving towards digital government, digital economy, and digital society. The ultimate goal is to create an administrative environment that truly serves the people and businesses, contributing to the country’s sustainable development.

In the reform process, Vietnam is also continuously learning from advanced countries around the world. Many successful models of e-government, citizen data management, and methods for evaluating administrative efficiency from countries like South Korea, Singapore, and Estonia have been studied and applied, adapted to Vietnam’s specific conditions. Referring to lessons on transparency, anti-corruption, and building a service-oriented civil servant culture from countries with good governance indices helps Vietnam refine its reform roadmap, ensuring effectiveness and sustainability.

Public administrative reform in Vietnam is a comprehensive process, spanning from changes in mindset to the application of digital technology. With a clear focus on people and businesses, alongside the boom of digital technology, Vietnam is steadily building a modern, proactive, and service-oriented administration.
