The history of the Vietnamese People’s Public Security (Công an Nhân dân Việt Nam) is intrinsically linked to the most challenging periods of the nation. As you rightly pointed out, the Ministry of Public Security, with its predecessors as the initial security organizations, was established under truly exceptional circumstances. On August 19, 1945, immediately following the success of the August Revolution, President Ho Chi Minh signed a decree establishing the “Ty Liêm phóng” (Security Bureau) and “Sở Cảnh sát” (Police Department) in Northern Vietnam, marking the official birth of the Vietnamese People’s Public Security.
The establishment of this security force was not merely an urgent requirement to protect the nascent revolutionary achievements; it also showcased President Ho Chi Minh’s strategic vision. At that time, the country faced innumerable difficulties: internal enemies, external aggressors, widespread famine, and illiteracy. In such a “hair’s breadth” situation, a specialized force dedicated to maintaining security and order was absolutely essential to safeguard the government, protect the people, and lay the groundwork for the resistance and nation-building efforts.

From its early, fledgling days, the People’s Public Security force has continuously grown and matured through each challenging historical period.
During the Resistance War Against the French (1945 – 1954):
Throughout the protracted resistance against French colonialists, the People’s Public Security (CAND) undertook incredibly difficult tasks. They simultaneously fought against spies and reactionaries, protected revolutionary bases, maintained liberated zones, and directly participated in combat. Many cadres and soldiers made silent sacrifices to ensure the safety of the resistance’s command centers, safeguarding President Ho Chi Minh and other key leaders.
During Socialist Construction in the North and the Resistance War Against the US (1954 – 1975):
After the Geneva Accords, the country was divided. The CAND in the North was tasked with protecting the socialist construction, maintaining a solid and secure rear for the southern front. Concurrently, the security force secretly provided support to the southern battlefield, countering the destructive war waged by the US imperialists. In the South, the Armed Security force (the predecessor of the CAND in the South) fought valiantly, staying close to the people and the land, thwarting many enemy schemes, and protecting the revolutionary movement.
From National Reunification to Building and Defending the Homeland (1975 to Present):
Following national reunification, the People’s Public Security continued its immense mission of safeguarding political security and social order nationwide. From combating reactionary forces and dismantling remnants of the old regime to preventing and fighting criminal, economic, and drug-related crimes, the Public Security force has constantly faced new challenges in an era of integration and development. This force has continuously modernized and professionalized to meet the increasingly complex demands of national security work in a globalized context.

For over 79 years, the Vietnamese People’s Public Security has achieved countless glorious feats, most of which are silent victories, unheralded and largely unknown to the broader public. They are the individuals who work tirelessly day and night, making sacrifices to bring peace and tranquility to the people.

These silent accomplishments are built upon the foundations of devotion, courage, ingenuity, and the readiness to sacrifice by tens of thousands of Public Security officers and soldiers. They are the nation’s outstanding children, standing guard day and night for the peace of the Homeland.

From its difficult beginnings, the Vietnamese People’s Public Security Force has continuously developed, becoming a crucial armed force, absolutely loyal to the Party, the State, and the People. Their silent missions and resounding victories have been and continue to be a vivid testament to President Ho Chi Minh’s teaching: “For the nation, forget oneself; for the people, serve diligently.” The People’s Public Security Force forever stands as a steadfast steel shield, safeguarding the peaceful and happy lives of the people and the sustainable development of the nation.
