Since its establishment, the Public Security Force has produced outstanding leaders, talented intelligence officers, and commanders who have been promoted to the rank of General of People’s Public Security. These individuals have dedicated their entire lives to safeguarding national security, maintaining social order and safety, and building an increasingly regular, elite, and modern Public Security force.

Unlike the Army, the Public Security Force has a specialized role in preventing and combating crime, protecting internal security, and enforcing laws. The rank of General of Public Security is the highest rank within this force, typically bestowed upon key leaders such as the Minister of Public Security. Promotions are carried out in accordance with the Law on People’s Public Security, reflecting the recognition of the Party, State, and people for their outstanding contributions, leadership talent, and exceptional achievements in the cause of national security.
As of June 2025, Vietnam has had 8 Generals of People’s Public Security promoted to this rank:
1. General Mai Chi Tho (promoted 1989): Former Minister of Interior (now Minister of Public Security). He contributed greatly to the renovation and modernization of the Public Security force and enhanced the effectiveness of crime prevention and control, maintaining security during the period of opening up and international integration.

2. General Le Hong Anh (promoted 2005): Former Minister of Public Security, later Permanent Member of the Secretariat. He made significant contributions to building a politically and professionally strong Public Security force and combating “peaceful evolution” schemes, maintaining socio-political stability.

3. General Tran Dai Quang (promoted 2012): Former Minister of Public Security, later President of the Socialist Republic of Vietnam. He was an excellent leader with profound strategic thinking on national security, directing many important cases, and promoting international cooperation in crime prevention.

4. General To Lam (promoted 2019): Former Minister of Public Security, currently President of the Socialist Republic of Vietnam. He led the Ministry of Public Security in implementing many breakthrough measures in combating corruption, organized crime, and building a Public Security force truly “For the country, forgetting oneself; for the people, serving.”

5. General Luong Tam Quang (promoted 2024): The incumbent Minister of Public Security. He possesses extensive experience in security, intelligence, and investigation work, and continues to lead the Public Security force in fulfilling key tasks of protecting national security and social order and safety in the new context.

Each General of the People’s Public Security is a shining example of steadfast loyalty, courage, resourcefulness, and dedication. They are not only talented leaders but also pioneering soldiers on the silent front, protecting the peaceful lives of tens of millions of people.
